Abstract
E-Communication: equipment with electronic Communication devices. Personal usage behavior. Corruption: Personal experiences with corruption. Prevention of corruption on national level. 1. E-Communication: ownership of mobile phone and fixed (landline) phone; possession of durable goods (entertainment electronics, Internet connection, possession of a car, a flat/a house have finished paying for or still paying for; internet access via mobile phone; use of a mobile phone connection for cheap calls via smartphone or tablet PC; description of the personal mobile phone use (breaks during a telephone call, constant access to the wireless network, limitation of national and international calls from own mobile phone for telephone costs, limitation of calls to mobile phones and landlines from other network operators for reasons of cost, limitation of mobile internet access because of concerns about charges); type of television reception in the household (aerial, digital terrestrial TV, analogue cable, digital TV, satellite, telephone network plus modem, Internet); type of internet access in the household: ISDN, ADSL, XDSL, cable TV network, broadband internet connection via a mobile phone network, satellite network, via an optical fibre line or an electrical power line; most important criteria in the selection of an internet connection; use of a Wi-Fi connection at home for calls over the internet (e.g. SKYPE); maximum download speed according to the contract; characterization of the internet connection (uninterrupted internet connection, download speed corresponds to the contract terms, help from internet providers in case of problems); difficulties due to insufficient speed or downloading capacity; willingness to higher expenditure on an internet connection with a higher connection speed and download capacity; willingness to change the internet provider with higher connection speed and downloading capacity at the same price; experience of internet blocking while surfing at home and with a mobile phone and kind of blocked online content and online applications; assumed reasons for this internet censorship; reasons for no internet access at home; reference and type of a combined benefit package (e.g. mobile-landline phone and internet access channels); assessment of the comparability of the rates of service packages; reception of rate comparisons of performance packages; intended change of providers with a combined package; evaluation of the sound quality of phone calls on landline phone, mobile phone or via internet. 2. Corruption: personal contact with the public health system in the last year; additional payments or gifts in addition to official fees; concrete indication of the incident; comment on cash payments, gifts or favors for the use of public services; assessment of pervasiveness of corruption in the own country; assessment of the increase of corruption in the own country for the last three years; assessment of the susceptibility to corruption (bribery and abuse of power) in selected institutions and professional groups (police, customs, tax authorities, courts, social agencies and social services, prosecutor, politicians at the federal, regional and local level, parties, civil servants, the public contracts or building permits or business licenses obtained, in health services, education, inspectors, private companies as well as banks and financial institutions); personal knowledge of a corrupt person; personal contacts with the aforementioned institutions and groups and specification of the corrupt profession; height of the required bride by the competent person; knowledge of a registration office in case of being a victim or witness of corruption; preferred point of contact in the event of corruption; personal experience as a victim or witness of corruption; corruption case reported; most important reasons for not reporting corruption; perception of corruption and anti-corruption (scale: presence of corruption in local or regional and national public institutions in the country and in EU-institutions, corruption as part of the corporate culture in the country, personal impact of corruption in everyday life, enough successful criminal proceedings in corruption in the country as deterrent, insufficient prosecution cases of corruption at the highest levels in the country, successful fight against corruption by the national government, assistance from EU institutions in reducing corruption in the country, to close links between business and politics in the country lead to corruption, bribery and relationships as the simplest way to certain public services, adequate transparency and monitoring the financing of political parties in the country, business success in the country only with political relations, barriers to competition in the country through favoritism and corruption, impartial and unconditional application of anti-corruption measures in the country). Demography: nationality; family situation; age at end of education; sex; age; occupation; professional position; degree of urbanization; household composition and household size; own a mobile phone and fixed (landline) phone; financial difficulties during the last year; self-rated social position (scale); Internet use (at home, at work, at school, self-reported belonging to the working class, the middle class or the upper class of society. Also encoded was: date of interview; beginning of interview; duration of interview; persons present during the interview; willingness to cooperate; city size; region language of the interview (only in Luxembourg, Belgium, Spain, Finland, Estonia, Latvia and Malta); weighting factor.

Question module QB on CORRUPTION replicates a few questions from module QC in Eurobarometer 76.1. The HOUSEHOLD WEIGHTING FACTORS (w33 to w70, wexhh) are intended for the (descriptive) analysis of e-communications issues on household level. For further information concerning the weighting factors see the corresponding variable documentation (variable report). No data are available for protocol items p8 (postal code), p9 (sample point number), p10 (interviewer number) and p11.

EB - Standard and Special Eurobarometer
Since the early nineteen seventies the European Commission´s “Standard and Special Eurobarometer” are regularly monitoring the public opinion in the European Union member countries at times. Interviews are conducted face-to-face, in each spring and each autumn, at all times based on new samples with a size 1000 respondents per country. Separate samples are drawn for Northern Ireland and East Germany. After the EU enlargement in 2004, remaining and new Candidate Countries are also regularly included in selected surveys. The Standard Eurobarometer modules ask for attitudes towards European unification, institutions and policies, complemented by measurements for general socio-political orientations, as well as by respondent and household demographics. Intermittently special Eurobarometer modules extensively address topics, such as environment, science and technology, health or family issues, social or ethnic exclusion, quality of life etc. The “European Communities Studies” 1970-1973 can be considered forerunner studies, as well the “Attitudes towards Europe” from 1962.
