Abstract
The survey has 5 main focus areas: 1. General satisfaction 2. Questions on foreign aid 3. Judgement on energy questions 4. Attitude to European unification 5. Attitude to support of sporting events by the EC 6. Judgement on European-American relations 7. Questions on European youth Topics: 1. Eligibility to vote at place of residence; general future prospects for the coming year; expected increase of strikes and international conflicts; fear of war (scale); judgement on the economic situation of the Federal Republic and one´s own financial situation; general contentment with life; satisfaction with democracy; personal opinion leadership; interest in politics; postmaterialism; knowledge about the European program to combat cancer; most important areas of interest; areas of personal commitment; educational goals; most important youth problems; memberships; use of municipal meeting places and youth centers; self-assessment of language proficiency; knowledge of a foreign language and teaching institution; language at home; assessment of the usefulness and importance of learning foreign languages; judgement on language instruction in schools; description of the type of household and reason for the family situation; number and ages of children in household as well as degree of relationship; financial support received in raising children. 2. Classification of the importance of selected political problems and preference for national or European problem solutions (scale); assessment of the future development of international tensions, standard of living, hunger, technical progress in the service of the poorer countries and the relationship of the industrial nations to other countries; thoughtful use of the resources of the world; knowledge of nations in which people die of hunger; assessment of the progress in selected developing countries and information on countries held not capable of development; judgement on media reporting about the third world; areas about which one wishes more information; general judgement on improvement or deterioration of the situation of developing countries; attitude to foreign aid; primary goal of relations to third world countries; judgement on the chances of success of development policy; most important reasons for development policy; personal experiences in developing countries; assessment of the influence of economic development in third world countries on life in one´s country; assessment of the political and economic dependencies between industrial nations and third world countries (scale); knowledge about provision of foreign aid by the state government, the European Community, the UN, business and industry as well as non-governmental relief organizations; institutions providing the most effective foreign aid; relief actions for the third world in the neighborhood or at place of residence; requests for donations received; participation in third world events; membership in a third world group; willingness to expend time for actions and give donations for the third world. 3. Assessment of the current as well as future energy problem of the country; knowledge about the degree of self-sufficiency as well as assessment of the most reliable energy providers of the country; preferred policies to secure the future energy need; assessment of energy waste in one´s country; attitude to government regulation in reducing energy consumption; attitude to government subsidies for research on newer forms of energy or subsidies for energy-saving equipment; the energy form of the future most stable in price, most reliable and most compatible with the environment; assessment of the risk of selected industrial facilities; attitude to further development of nuclear power plants; expansion of nuclear power or restriction of energy consumption; assessment of the seriousness of the energy problem; most important dangers from an nuclear power plant and radioactive waste; expected development of power consumption in the next few years; attitude to reduction in proportion of petroleum in the generation of electricity; preference for coal or nuclear energy to cover the additional energy need; personal energy conservation behavior and areas in which additional conservation opportunities still can be seen; type of energy actually used and desired in heating and cooking in household; possession of durable economic goods; attitude to nuclear power (scale); knowledge of international protective measures in case of a serious nuclear accident; most serious consequences of a hypothetical shortage of oil in the country. 4. Knowledge and reputation of the EC Commission; general attitude to unification of western Europe; development of the unification of Europe actually observed and desired; attitude to membership of the country in the EC; assessment of the advantageousness of free traffic of persons, products and goods within the community through realization of the European market in 1992 (scale); general approval of the domestic market and of a further EC unification; specification of the direction in which unification should progress; assessment of the advantageousness of EC membership of the country; regret of a failure of the European Community; judgement on the agreement between the nations of the EC; familiarity of the European Parliament and general impression of the parliament; current and future role of the parliament; intent to participate in an election to the European Parliament; attitude to strengthening the powers of the European Parliament; attitude to founding a European Government and areas for which a European Government should be responsible; attitude to majority decisions in the EC and to a constitution draft for a united Europe. 5. Attitude to the USA; judgement on the significance of the European-American tie; assumed attitude of the USA to a united Western Europe; expected development of European-American relations in the next few years. 7. In France, Great Britain, Germany, Spain, Italy, Belgium and the Netherlands the following additional questions were posed to respondents between the ages of 15 to 34 years: interest in work or education in a European country as well as a country outside Europe; most important reasons for a stay abroad; importance of government support of the youth exchange; given the opportunity, intent to go abroad to study or work; expected increase in mobility from the European market; changes of employment prospects from increasing competition in one´s own field of employment; intent to move in the next 10 years; expected change of occupation in the next few years and possible reasons; unemployment and mobility; living in the area in which one grew up; reading foreign magazines; stays abroad; employment similar to that of the parents; vacation stays at other places; large concerns with a particularly European way of thinking. Demography: self-assessment on a left-right continuum; attitude to social change; party allegiance; marital status; age at end of education; party preference (Sunday question); sex; age; size of household; number of children in household; monthly household income; occupational position; company size; position in household; occupation of head of household; city size; degree of urbanization; region. In Spain and Portugal the following additional question was posed: behavior at the polls in the past national election. The following question was also posed in Ireland: attitude to the Irish language. The following question was also posed in Belgium: language in household. In Luxembourg the following additional question was posed: knowledge about EC presidency of one´s country and significance of this presidency for the country. Indices: cognitive and political mobility; postmaterialism index; political EC support; left-right index.

EB - Standard and Special Eurobarometer
Since the early nineteen seventies the European Commission´s “Standard and Special Eurobarometer” are regularly monitoring the public opinion in the European Union member countries at times. Interviews are conducted face-to-face, in each spring and each autumn, at all times based on new samples with a size 1000 respondents per country. Separate samples are drawn for Northern Ireland and East Germany. After the EU enlargement in 2004, remaining and new Candidate Countries are also regularly included in selected surveys. The Standard Eurobarometer modules ask for attitudes towards European unification, institutions and policies, complemented by measurements for general socio-political orientations, as well as by respondent and household demographics. Intermittently special Eurobarometer modules extensively address topics, such as environment, science and technology, health or family issues, social or ethnic exclusion, quality of life etc. The “European Communities Studies” 1970-1973 can be considered forerunner studies, as well the “Attitudes towards Europe” from 1962.
