AbstractAttitudes towards a European Constitution. Topics: self-rated knowledge about the European Constitution; attitude towards the following statements on a European Constitution: necessity for the European Union to adopt a constitution, risk of block of EU institutions without a constitution, necessity for the own country to make concessions, usefulness of the position of a European Minister of Foreign Affairs, possibility for selected member states to strengthen mutual cooperation without the participation of other member states; preferred sources of information on the European Constitution; knowledge test on the European Constitution: creation of the position of a European Minister of Foreign Affairs, possibility of at least one million EU citizens to invite the European Commission to submit a proposal, election of the President of the European Council by direct universal suffrage, creation of a European army. Demography: sex; age; age at end of education; occupation; professional position; region; type of community. Additionally coded was: country; interviewer ID; weighting factor.

    The Flash Eurobarometer were launched by the European Commission in the late eighties, turning out a Monthly Monitor between in 1994 and 1995. These “small scale” surveys are conducted in all EU member states at times, occasionally reducing or enlarging the scope of countries as a function of specific topics. The typical sample size is 500-1000 respondents per country and interviews are usually conducted by phone in the respective national language. The Flash Eurobarometer include series on special topics (Common Currency, EU Enlargement, Information Society, Entrepreneurship, Innovation) as well as special target group polls, particularly company managers with enterprise related topics.
