AbstractSmall and medium enterprises, resource efficiency, and green markets. Topics: actions undertaken to improve resource efficiency: saving water, saving energy, using predominantly renewable energy, saving materials, minimizing waste, selling of scrap material, recycling, designing products easy to maintain, repair, or reuse; actions to be implemented in the next two years; main reasons for undertaking actions for more resource efficiency; impact of actions on production costs over the past two years; average investment per year on resource efficiency actions over the past two years; satisfaction with return on investment made on resource efficiency; activities of the company regarding public procurement contracts that included environmental requirements; difficulties experienced; reasons for not applying; most important difficulty experienced: costs, technical tests, too much paperwork; most important support regarding efforts on resource efficiency: own financial resources, own technical expertise, external support; type of external support; difficulties encountered when trying to set up resource efficiency actions: complexity of administrative or legal procedures, difficulty to adapt environmental legislation to own company, technical requirements of legislation not up to date, choosing right resource efficiency actions for own company, cost of environmental actions, lack of environmental expertise, lack of supply of required materials, lack of demand for resource efficient products or services; most helpful measures to improve resource efficiency; green products or services offered by company; percentage of the company’s turnover in the last fiscal year coming from green products or services; time when company started selling green products or services; main markets for green products or services in the last two years; types of support for the production of green products or services: own financial resources, own technical expertise, external support; types of external support for the production of green products or services; satisfaction with level of public support for company’s green products or services; most helpful types of support to launch or to expand range of green products or services; number of full time employees in the company working in green jobs some or all of the time. Additionally coded was: respondent ID; country; company size; NACE-Code; nation group; weighting factor.

UniverseThe FLASH EUROBAROMETER 426 survey has been held in the 28 Member states of the European Union and in Albania, Iceland, FYROM, Moldova, Montenegro, Norway, Serbia, Turkey and USA. It covers businesses employing 1 or more people that are active in one of the following sectors (Nace codes): • B Mining and quarrying; • C Manufacturing; • D Electricity, gas, steam and air conditioning supply; • E Water supply; sewerage, waste management and remediation activities; • F Construction; • G Wholesale and retail trade, repair of motor vehicles and motorcycles; • H Transportation and storage; • I Accommodation and food service activities; • J Information and communication; • K Financial and insurance activities; • L Real estate activities; • M Professional, scientific and technical activities. The survey covers large companies and SMEs.

    The Flash Eurobarometer were launched by the European Commission in the late eighties, turning out a Monthly Monitor between in 1994 and 1995. These “small scale” surveys are conducted in all EU member states at times, occasionally reducing or enlarging the scope of countries as a function of specific topics. The typical sample size is 500-1000 respondents per country and interviews are usually conducted by phone in the respective national language. The Flash Eurobarometer include series on special topics (Common Currency, EU Enlargement, Information Society, Entrepreneurship, Innovation) as well as special target group polls, particularly company managers with enterprise related topics.
